Port Continues Work on Five Year Strategic Business Plan

The Port of Siuslaw is preparing its 2013-2018 Strategic Business Plan to replace the current plan which expires this year.  The Commissioners will hold a Special Meeting at 3:00pm on Thursday, 30 May 2013, at the Port office located at 100 Harbor St.  This meeting is open to the public.  District residents are encouraged to solicit input in writing by mail or email on what priorities they believe the Port should pursue in the next five years.  A Draft of the Plan can be found under Administration, Meeting Minutes & Packets, May 2013-2018.  For more information call 541-997-3426 or email port@portofsiuslaw.com.

Port of Siuslaw Wharf Improvement Project

Port of Siuslaw Manager, Robert Forsythe, announced the Wharf Improvement Project is proceeding well and the scheduled in-water work has been completed.  The entire project is expected to be completed by the end of March 2013.  “The Port appreciates the public’s patience and cooperation during this needed facility repair,” Forsythe added.  The Wharf Improvement project is being funded primarily with a grant from the Oregon Department of Transportation ConnectOregon III program, along with Port matching funds secured with a loan from Business Oregon’s Port Revolving Loan Fund.

 

Legacy Contracting, Inc., of Stayton, was awarded the $1,353,650 construction contract last fall.

The project involves demolition and reconstruction of portions of the Old Town Wharf to improve its safety and stability; the 22,000 square foot wood wharf was built in 1966.  Demolition work includes timber pile, pile cap and stringer removal, and utility relocation.  Reconstruction consists of installation of steel pile, girder and structural assembly, and other timber repairs.

 

Materials and equipment for the project continue to be staged in the Nopal Street and Mo’s parking lots.  Brief, single-lane closures of Bay Street may occur as equipment or materials are moved to and from the site.  Pedestrian access to the wharf and transient vessel dock surrounding the wharf will be redirected as needed during the project to ensure public safety. The Port’s tenants on the wharf, ICM Restaurant and Mo’s Restaurant, are expected to remain open for business during the project.  “Our contractor has assured us that both restaurants should be able to operate normal business hours throughout the project,” Forsythe said.

 

All piling work has been completed, according to Legacy staff.  Forty-one new pile were installed.  Legacy also removed approximately ninety old pile as part of the mitigation required for the project.  The contractor estimated over 200 tons of materials will be used during repairs, including steel beams up to 67 feet in length.  Work for the coming two weeks includes welding and placing subcaps, temporary shoring, and installation of 24” beams.  Legacy is currently working 10 hour days, Monday-Thursday; however, days and times will vary with the tide stage and work required.

Three of the positions, #1, #3 and #5, are available for the usual four-year term.  Those terms will begin serving July 1, 2013 and end June 30, 2017.  Position #2 will be a two-year term to complete the unexpired term created with the resignation of Commissioner Joshua Greene.  This position will begin serving July 1, 2013 and end June 30, 2015.

Port of Siuslaw Commissioners are required to be registered voters who are residents of the Port district.  The district covers approximately 700 square miles of the Siuslaw River watershed, including the communities of Florence, Dunes City and Mapleton and extending upriver to Walton, Lorane and Blachly.  The Port of Siuslaw is a special district, authorized in 1909 under Oregon law, ORS Chapter 777.   The Port is the sponsor of the federal maritime investment in Lane County for channel and jetty maintenance, and has authority under Oregon statute for local economic development and infrastructure projects that encourage job creation.

 

Persons interested in filing to be on the ballot for any of the open Commission seats need to file with Lane County Elections no earlier than February 11, 2013 and no later than March 21, 2013.  The Candidate Manual and forms are available on the Oregon Secretary of State’s website at http://www.oregonvotes.gov/pages/publications/manuals/candidate/index.html

Interested candidates file with Lane County Elections by either paying a $10 fee or by circulating a petition to collect signatures and submitting signatures to the County for verification.  The Lane County Election office is open Monday-Friday from 9am-noon and 1pm-4pm.

Port of Siuslaw Manager, Robert Forsythe, announced progress is continuing on the Wharf Improvement Project.  The 22,000 sf Old Town Wharf was built in 1966 and is in need of repairs to address safety concerns.  Repairs include demolition of timber pile, pile caps, and stringers, along with installation of steel pile, girders and timber repairs.  A total of 41 new piling will be installed during the project.  The work is being funded primarily with a grant from the Oregon Department of Transportation ConnectOregon III program, along with Port matching funds secured with a loan from the state of Oregon Port Revolving Loan Fund.

The contractor, Legacy Contracting, Inc., based in Stayton, has of equipment and materials staged in the parking lot in front of Mo’s Restaurant on Bay Street.  This week they expect to break down the crane and move it onto a barge so they can begin the water-side pile installation.  Most pile installation will be completed with a vibro hammer, which vibrates the piling into the ground.  A diesel hammer will be used on a limited basis to ensure piling are securely placed, per permit requirements.  Later this week and next week Legacy expects to begin installation of 14 new pile near the Mo’s end of the wharf.   The contractor plans to replace stringers under the ICM end of the wharf this week and next week, along with replacing decking near ICM.  Legacy expects to work between 6am and 7pm, Monday through Friday, depending on tide and weather conditions.  The project is scheduled for completion in March of 2013, with in-water work to be completed by 15 February 2013.    Pedestrian access to the wharf and transient vessel dock surrounding the wharf will be redirected as needed during the project to ensure public safety.  The Port’s tenants on the wharf, ICM Restaurant and Mo’s Restaurant, are expected to remain open for business during the project.   Both Legacy Contracting and the Port of Siuslaw appreciate the public’s patience and cooperation during this needed infrastructure improvement project.

Beginning January 7, ’13 access to the campground and Port business office will be limited. The Downtown Improvement Project will be putting in new water meters, vaults and sewer lines at First and Harbor Streets. The project is expected to last 7 to 10 days.

The project is scheduled for completion in March of 2013, with in-water work to be completed by 15 February 2013.

Crabbing Season Delayed

The commercial and recreational crabbing season will open Dec. 31 along most of the Oregon coast.

The season normally opens Dec. 1 but was delayed this year because crab did not meet minimum pre-season quality testing, the Oregon Department of Fish and Wildlife said.

Fisheries managers decided to open the coast from the mouth of the Columbia River to south just north of Gold Beach on Dec. 15 to both recreational and commercial crabbing.

Commercial crabbers are allowed to set their gear three days before the season opens, so ocean watchers will see the lights of crab boats off most of the coast as early as Friday, Dec. 28.

The closed portion of the coast will open to sport and commercial harvest beginning Jan. 15.

The recreational harvest of Dungeness crab in Oregon’s bays and estuaries is open year round.

The pre-season testing measures the percentage of meat in the crab, by weight. Fishery managers can delay the season to allow the crab to fill with meat and ensure a high-quality product to consumers.

Wharf Improvement Project Moving Forward

The Port of Siuslaw has finally received all permits for its Wharf Improvement project.  The contractor, Legacy Contracting, Inc., will begin work on Monday, 10 December 2012.

Single lane closures may occur on Bay Street as equipment and materials are moved on site.  Pile driving work is scheduled to begin on Thursday, 13 December.

Part or all of Mo’s Restaurant parking lot may be closed during the project.  Customers are encouraged to park in the Port’s parking lot across Bay Street from Mo’s, and/or to park in the large Nopal Street parking lot at the corner of First and Nopal Streets.

Pedestrian access to both Mo’s and ICM Restaurants will be maintained during the project and both restaurants are expected to remain open for normal business hours during the project.
