Notice of Increased Construction Noise

Legacy Contracting, Inc. is providing notice to the public that pile driving will be occurring starting December 13, 2012, through February 15, 2013 for the Port of Siuslaw Wharf Improvement Project.  The piling will be initially driven with a vibro hammer which will produce limited amount of noise.  After the piles are driven a portion will be proofed with a diesel hammer to verify bearing.  This process will produce the most amount of noise and is estimated to take about 15 minutes per pile.  The amount of noise generated during this process is approximately 200 decibels.

The piling will be installed starting Thursday, 13 December through 15 February.  The actual placement will vary with the tides and weather conditions.  It is anticipated that all piling will be installed between the hours of 6:00am and 7:00pm.

The remainder of the work will have minimal noise impact and will be ongoing from December 2012 through the end of March 2013.  Legacy Contracting and the Port of Siuslaw appreciate your understanding during this process.

Port of Siuslaw Manager, Robert Forsythe, has announced the Wharf Improvement Project is waiting on permit approval from National Marine Fisheries Service before it can begin. The project is scheduled for completion in February 2013. The work will include demolition and reconstruction of parts of the Old Town Wharf.

Legacy Contracting, Inc. expects to begin bringing in equipment for the job in the next two weeks. Materials and equipment will be staged in the Nopal Street parking lot, and in the parking lot in front of Mo’s once work begins. Forty-one new piling will be installed as part of the project. Brief, single-lane closures of Bay Street may occur as equipment or materials are moved to and from the project site. Pedestrian access to the wharf and transient vessel dock surrounding the wharf will be redirected as needed during the project to ensure public safety.

The Port has already notified Old Town businesses of the upcoming project. The Port’s tenants on the wharf, ICM Restaurant and Mo’s Restaurant, are expected to remain open for business during the entire project. “Our contractor has assured us that both restaurants should be able to operate normal business hours throughout the project,” Forsythe said.

Port of Siuslaw Manager, Robert Forsythe, has announced a pre-construction meeting for the Wharf Improvement Project will be held on Friday, 2 November, 2012 at the Port office. All interested persons are welcome to attend. The meeting will begin at 10:00am in the conference room of the Port office at 100 Harbor Street, Florence. Representatives of the construction and engineering firms for the project will be in attendance.

Wharf Improvement Project to begin 1 November

Port of Siuslaw Manager, Robert Forsythe, has announced the Wharf Improvement Project will begin on November 1, 2012. The project is scheduled for completion in February 2013. This project involves demolition and reconstruction of portions of the Old Town Wharf to improve its safety and stability; the 22,000 square foot wood wharf was built in 1966 and is in dire need of repairs. The project is being funded by an Oregon Dept of Transportation ConnectOregon III grant and a loan taken out by the Port.

Legacy Contracting, Inc., of Stayton, has been awarded the job. They anticipate materials for the project will begin arriving the last week of October. Materials and equipment will be staged in the Nopal Street and Mo’s parking lots. The contractor has noted there will be lots of material on hand for this project; over 200 tons total (about 15 truck loads), including steel beams up to 67′ long, and equipment that includes a barge and crane. Brief, single-lane closures of Bay Street may occur as equipment or materials are moved to and from the project site. Pedestrian access to the wharf and transient vessel dock surrounding the wharf will be redirected as needed during the project to ensure public safety.
